- Coordinate CAESAR communication with national focal points and partners; provide monthly updates.
- Review and update the CAESAR dashboard; produce one joint surveillance summary.
- Deliver at least two CAESAR Clinics and support TrACSS reporting and GLASS data integration during the assignment.
Deliverable 2 : AMS / IPC Capacity‑Building… Expected by : December 2026
Develop AMS / IPC yearlong training curriculum and mentorship plan.Contribute to implementation in 24 hospitals across 6 countries by conducting assessment missions, documenting reports and close coordination with facility representatives.Manage learning and knowledge‑exchange platforms; deliver and evaluate quarterly training sessions.Participate in pre‑training assessments; produce mission summaries.Prepare promotional materials and recommend / advise on outreach activities.Deliverable 3 : AMR Accountability Index Development Expected by : October 2026
Organize and document all Independent Expert Group and Member State consultation meetings.Contribute to at least three pilot country missions and produce mission reports.In collaboration with WHO Europe and partners, provide technical advice on methodological refinement and indicator development.Prepare documentation for RC76 preparatory processes.Qualifications, experience, skills and languages
Educational Qualifications :
Essential : Advanced University Degree (Master’s or higher) in health science, public health, public management, economics, epidemiology, or related field.
Experience
Essential :
Minimum of five years of experience in AMR coordination (particularly in WHO European Region), strong emphasis on AMR surveillance, capacity‑building, and tool development.Experience providing advisory services in infectious disease prevention and control, antimicrobial stewardship, and AMR assessment tool development.Experience coordinating and delivering teaching activities within adult learning, postgraduate, or graduate medical education.Experience developing and delivering AMR‑related training for adult learners, including online courses and continuous education programmes.Desirable :
Experience using AI‑based tools to enhance continuous learning, training delivery, and the analysis or interpretation of AMR surveillance data.Skills / Knowledge : Essential :
Strong intercultural communication abilities.Excellent drafting and written communication skills in English.Comprehensive understanding of effective interventions to address AMR in hospital and outpatient settings.In‑depth knowledge of key WHO and international AMR frameworks, including the WHO Global Strategy for Containment of Antimicrobial Resistance, the European Action Plan on Antibiotic Resistance, the Global Action Plan on AMR, and WHO / Europe’s AMR Roadmap and related materials.Desirable :
Familiarity with digital learning design methods, including the integration of AI‑enhanced tools into AMR training and surveillance workflows.Languages and level required (Basic / Intermediate / Expert) :

Location
“On site for insurance purposes only” where the consultant will work from home based, involving travels and working in WHO Regional Office for Europe, UN City, Copenhagen, Denmark.

Remuneration and budget (travel costs are excluded) :
Remuneration : Payband level B (high end of range) - Remuneration currency (USD) - Payband range : Monthly rate range from USD 8,490 up to USD 9,980 OR Daily rate range from USD 425 up to USD 499 (based on the contract to be offered).The level of remuneration of band level B is governed by WHO policy guidelines and has been based on nature of work including in terms of responsibility, complexity and context; knowledge, qualifications and essential experience required by the work to be performed.
